Forensic Risk Alliance (FRA) Continues Global Growth

Additional experienced consultants are appointed to meet the needs of FRA’s growing client base.

Forensic Risk Alliance, the international consulting firm which helps businesses resolve complex and high-risk financial, legal and regulatory challenges through independent, conflict-free advice and litigation support services, today announced the further expansion of its global team with the appointment of Yousr Khalil as a Director in the Washington DC office and Nathan Li as a Senior Manager in the London office.

Ms. Khalil is a forensic accountant with over 12 years experience in matters involving fraud and corruption, government contracts litigation, due diligence, compliance, governance and risk management in the United States, Latin America, Europe, Africa, the Middle East and Asia. At FRA Ms. Khalil will continue to support companies in the professional services, oil and gas, manufacturing, biotechnology, engineering and information technology industries.

Mr. Li, also a forensic accountant, has over 11 years experience in accounting, finance, auditing, due diligence, compliance and internal controls across Asia Pacific, Europe and the US. As Senior Manager, Mr. Li will assess business operations and compliance, and create and implement a distributor audit program for a North American oil company, as well as provide forensic accounting analysis in banking sector arbitration.

Further information about Nathan Li:

In addition to advising clients on finance, auditing, due diligence, compliance and internal controls, Mr. Li will continue to provide forensic accounting analysis in a major arbitration claim in the banking sector arising from the post-Lehman credit crunch. He also will continue to assess the business operations and compliance of a North American oil company's overseas distributions.

Prior to joining FRA, Mr. Li was the group controller of a private investment company which actively invested in Europe and China, and a key part of his remit was to manage group-wide funding, conduct compliance reviews and improve the financial controls in its portfolio companies. Mr. Li also led a fraud investigation against key sales personnel in China. Prior to that, he held a variety of senior finance and risk management roles with Legg Mason Asset Management and Citigroup, including managing Citigroup's overnight interbank cash funding and foreign exchange hedging in Australia and conducting product control for the derivatives trading desk in Hong Kong. Mr. Li also conducted a wide range of cross-board M&A due diligence and auditing engagements for Deloitte & Touche.

Mr. Li is a qualified accountant, and holds an MBA from Tuck Business School of Dartmouth College. He is bilingual in English and Chinese.

Along with forensic accounting services, at FRA Ms. Khalil will provide counsel on matters involving fraud and corruption in the Middle East, and with her deep understanding of government contracts she will continue to assist clients on False Claims Act and Qui Tam investigations.

Prior to joining FRA, Ms. Khalil was a Senior Manager in Baker Tilly's Risk Advisory Services group, where she was responsible for developing the group's service offering in the areas of fraud and forensics. Previously she worked for Kroll in Dubai as a Senior Director and key member of the Middle East financial investigations practice, where she was involved with a number of high-profile projects. These included being a member of the project team engaged by the public prosecutor of Bahrain to investigate complaints connected with the collapse of the International Banking Corporation and Awal Bank, playing a major role in conducting a forensic review of the accounting, financial and business records of a large, multinational oil exploration company under investigation for alleged violations of the FCPA, and assisting in the preparation of an expert report for a case involving stolen documents, as well as calculating damages for a major government contractor in accordance with US GAAP and Federal Acquisition Regulations. Prior to this, Ms. Khalil worked as a Managing Consultant for Navigant Consulting, advising on complex financial reporting and accounting issues, and as an auditor for Arthur Andersen LLP.

Ms. Khalil is a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), and Certified in Financial Forensics (CFF). She holds a Bachelor of Science (Accounting) from George Mason University. She is fluent in English, Arabic and French.
